CATIA WGM, You do not have permision to check out, when checking the document in

Problem: Upon check-in of a document the user receaves a messages stating that
he/she does not have permision to check out a number. This is odd becuase he already has the document
checked out to his/her workspace.

Solution;
	It is first important to note that the document the user is not able to check out
	is not actualy the document at all, It is infact the part that the document is assostated to
	
	Next please check to be sure that the assosated part is "on-change", if it is not it needs to be
	After this the user must properly assosiate the document to the part before this will work.
	also add the part to his/her workspace.
	
	Another problem may be that another user may already have the part checked out.
		If this happens the user needs to ask the other user to check the part in before he
		will be able to check his drawing in

	Make sure that the document the user is trying to check in is not assosiated to a previously 
	Released version of some part 
		
PLEASE NOTE: You may need to add the newest itteration of the part to the user's workspace where the 
	     document is checked out.
